GoHighLevel pricing starts at $97 a month for Starter (3 client sub-accounts), $297 for Unlimited (unlimited sub-accounts) and $497 for Agency Pro, which adds SaaS Mode and rebilling with your markup. Annual billing costs 10 times the monthly price. Usage is billed on top from a prepaid wallet: texts at $0.00747 a segment plus carrier fees, calls from $0.01165 a minute, email at $0.675 per 1,000, and AI by use or $50 to $97 per client. Every plan has unlimited contacts and users and a 14 day free trial.
Plans compared
HighLevel sells three public plans plus Enterprise. All run month to month with no long-term contract, and upgrades are prorated. The core toolset (CRM, funnels and websites, calendars, workflows, the conversations inbox, reviews and reporting) comes with every plan. What changes is how many client accounts you can run and whether you can resell usage.

Paying yearly saves $194 on Starter, $594 on Unlimited and $994 on Agency Pro. Two details trip people up. Starter's 3 sub-accounts means three client or location accounts, not one. And the plan many pages still call "SaaS Pro" is now named Agency Pro. HighLevel does not define Basic versus Advanced API access beyond pointing to its developer documentation, and it does not clearly state whether Starter includes API access.
Which plan to pick
- One business, or up to 3 clients: Starter at $97. You get the full toolset for three sub-accounts. You cannot rebill usage, so every text and call lands on your own card.
- Four or more clients: Unlimited at $297. Sub-accounts are unlimited, and you can pass phone and email costs to each client at cost, which keeps usage off your margin. Most agencies start here.
- Reselling HighLevel as your own software: Agency Pro at $497. SaaS Mode creates client accounts automatically after payment, and you can mark up texts, calls, email and AI. The extra $200 a month pays for itself once markup earns about $10 per client across 20 clients.

Usage costs
Every plan pays the same usage rates. HighLevel deducts them from a prepaid agency wallet that refills from your card when it drops below the minimum you set. The Phone System (also called LC Phone) is priced to match Twilio's rates, and email sends cost the same on every plan. These US rates drive most bills:

Voice AI on pay-per-use also bills the AI model's tokens. HighLevel publishes the token price, not a per-minute figure, so the calculator assumes about 20,000 tokens per call minute (the agent re-reads its prompt and the conversation on every turn). That gives these estimates per minute before phone charges: Standard voice, GPT-4.1 Mini about $0.068; Standard voice, GPT-4o about $0.11; ElevenLabs voice, GPT-4.1 Mini about $0.088; Speech-to-speech, Gemini about $0.10; Speech-to-speech, OpenAI about $0.20. Long prompts and big knowledge bases push the token share up.

AI costs
No plan includes AI usage on its own. Each sub-account sits on one of three options: pay per use (no monthly fee, billed at token cost), AI Employee Growth at $50 a month (1,000 Conversation AI replies and 100 Voice AI minutes, then pay per use), or AI Employee Unlimited at $97 a month (Conversation, Voice, Reviews and Content AI under fair use). Phone minutes and texts are charged on top of all three, and only Agency Pro can rebill AI to clients.
Voice AI is the line that moves bills. On pay per use it costs $0.045 a minute for the voice engine plus $0.015 for a standard voice, then model tokens and the phone line. That is about $0.068 a minute on a budget model, so Unlimited only saves money past roughly 1,426 AI minutes a month per client. Add-ons are optional. Some are bought once for the agency, others per client sub-account, and most per-client ones can be resold at HighLevel's price or your own.

HIPAA is the add-on to decide on carefully. HighLevel accounts are not HIPAA compliant by default, so healthcare clients such as dental practices usually need it, and once it is on you pay $297 a month for as long as you keep the account.
Three worked monthly bills
Plan prices tell you little on their own, so here are three bills we calculated from HighLevel's published US rates. Each client uses the same defaults as our calculator: one local number, one A2P campaign at the lowest monthly fee, 500 text segments, 150 inbound and 100 outbound call minutes, and 3,000 emails a month. These are our assumptions, not figures HighLevel publishes.

In the third bill, 10 of the 30 clients use AI Employee Unlimited for an AI receptionist taking 400 calls a month at 2.5 minutes each, the preset our calculator uses for a dental office. The phone line bills each of those calls as 3 minutes. One honest note: on voice alone, those 1,000 AI minutes would cost about $68.00 per client on pay per use, less than the $97 plan. Unlimited earns its fee when the client also leans on Conversation AI, a premium voice or more calls.
Rebilling changes who pays, not what HighLevel charges. On Unlimited, the $139.17 of client usage in the second bill can be passed to clients at cost, leaving the agency with the $297 plan fee. Hidden costs and gotchas
None of these are secret, but they are the charges people most often miss, and usage costs and trial billing come up again and again in negative reviews of HighLevel.
- The wallet refills itself. Usage comes out of a prepaid wallet, and when the balance drops below your minimum HighLevel charges your card to top it up. HighLevel's own FAQ explains a $20 charge that appears before any calls were made.
- Usage is billed during the trial. The 14 day trial waives the subscription, not texts and calls. HighLevel's trial page warns that communication surcharges may apply during the trial.
- A2P 10DLC registration fees. Business texting from US local numbers goes through A2P 10DLC registration: a one-time $22.50 (sole proprietor or low volume) or $64 (high volume), plus a monthly campaign fee from $1.50 to $10.50. Both start when you submit, whatever the review outcome.
- HIPAA cannot be switched off. Once enabled, the $297 monthly add-on stays for the life of the account.
- Carrier fees change. From October 1, 2026, the outbound text carrier fee rises from $0.0045 to $0.005 on Verizon and from $0.004 to $0.0042 on carriers in HighLevel's "other" group. Carrier fees are charged per segment, on top of the $0.00747 text price.
- Call minutes round up. Calls bill in full minutes, rounded up per call, so a 61 second call costs two minutes.
- A 5% extra on pass-through fees. When rebilling is on, HighLevel adds a fixed 5% at the sub-account level to A2P fees and text and MMS carrier fees.
- Old call recordings keep costing. Stored recordings are billed at $0.0005 per minute per month until they are deleted.
How the price compares
HighLevel's plan price looks similar to single-business tools, but it covers many client accounts, unlimited contacts and, from the $297 plan, white labeling. Here is the headline pricing of three tools agencies weigh it against, from each vendor's own pricing page.

Each is built for a different buyer: ClickFunnels centers on funnels for one business, HubSpot is a broad CRM and marketing suite priced per seat, and Vendasta prices by minimum spend with white label from its Professional tier. For an agency running many small local clients under its own brand, HighLevel usually costs less per client, because sub-accounts are unlimited from the $297 plan up. Verdict
HighLevel's plan pricing is simple and has not changed in 2026: $97 for a business or a few clients, $297 for an agency, $497 to resell it as your own software. The bill beyond that is usage, and it is predictable once you know the rate card: our 10-client example adds about $139 a month, most of which Unlimited can pass to clients at cost. Budget separately for A2P registration, HIPAA if you serve healthcare, and AI Employee per client if you sell AI.
