The short answer
Yes, if you send through LC Email, HighLevel's built-in email service. It costs $0.675 per 1,000 emails on every plan, billed from your wallet, and HighLevel says incoming and outgoing emails, including CC and BCC, are charged. Email verification is $2.50 per 1,000. You can connect a third-party SMTP provider such as Mailgun or SendGrid instead, which then bills you under its own pricing.
LC Email prices
LC Email is switched on by default for new accounts. Charges are billed at the agency level from the wallet, which HighLevel refills from your card when the balance falls below its threshold. At this rate 10,000 emails cost $6.75 and 100,000 cost $67.50. Because received emails count too, a busy shared inbox adds to the bill as well as your campaigns and automated reminders.

Using your own email provider
HighLevel's LC Email article says all new accounts default to LC Email, but a third-party SMTP provider such as Mailgun or SendGrid can be connected at any time, and both options can run side by side. The article does not list a HighLevel per-email fee for mail sent through your own provider; that provider charges you directly on its terms. Compare its price per 1,000 against $0.675 before switching, and remember that domain authentication and deliverability setup are then your job.
Sending limits and passing costs to clients
New LC Email accounts ramp up over a week: 250 emails on day one, 500 on day two, then 1,000, 2,500, 5,000, 7,500 and 10,000 by day seven. From day eight the cap is 25,000 a day on a shared domain or 550,000 a day on a dedicated domain. If you manage client accounts, the Unlimited plan lets you rebill email usage to each sub-account at cost and Agency Pro lets you add a markup, so heavy senders pay for their own volume.
