The short answer
An AI receptionist for insurance agents built on HighLevel Voice AI costs about $0.32 per answered call, or $80 a month for 250 calls averaging 4 minutes, phone line included. Roughly 63 of those calls (25%) would come outside office hours, which is where an AI answering service earns its keep. Emergencies, complaints and anything needing judgment should go to a person.
What the AI should handle
Collect quote details
Asks which coverage the caller wants, their zip code, current carrier, renewal date and the vehicles or property involved, then books a quoting call with a licensed producer.
Give claim reporting steps
Reads the right carrier's claims phone number and your agency's claim steps from its knowledge base, logs the loss date and type, and alerts the account manager.
Take policy change requests
Records a new car, driver, address or lienholder with the details service staff need, and tells the caller that a licensed staff member will make the change and confirm it.
Book renewal reviews
Offers open times with the client's account manager when someone calls about a renewal increase, and notes the policy type and the premium change they mention.
What to send to a person
- Any coverage advice, recommendation or binding of coverage
- Confirming that a policy change is in effect
- Claim disputes or a denied claim
- Medicare plan questions, which carry their own contact rules
HighLevel's voice agents can transfer a live call, create a task, or trigger a workflow that texts the owner. Set the handoff rules before the agent goes live.
Cost per call and per month
Assumptions for a typical insurance agency: 250 calls a month answered by the AI, averaging 4 minutes. Phone minutes are billed per call and rounded up, so each call bills 4 phone minutes at $0.01165.
| Setup | AI cost | Phone line | Per month | Per call |
|---|---|---|---|---|
| Pay per use, Standard voice, GPT-4.1 Mini | $68.00 | $11.65 | $80 | $0.32 |
| Pay per use, ElevenLabs voice, GPT-4.1 Mini | $88.00 | $11.65 | $100 | $0.40 |
| Pay per use, speech-to-speech (OpenAI) | $200.00 | $11.65 | $212 | $0.85 |
| AI Employee Unlimited, $97 flat | $97.00 | $11.65 | $109 | $0.43 |

Compared with staff time
Those 250 calls take about 17 hours of talk time a month. At the US median receptionist wage of $18.27 an hour (May 2025, Bureau of Labor Statistics), that talk time alone is worth about $305, before hold time, breaks, benefits and the calls that come in after hours. An AI receptionist does not replace a good front desk; it catches the overflow and the evenings, and frees staff for the people in front of them.

Prompt tips
- Tip 1Put every carrier you write with, and its claims phone number, into the knowledge base so the AI gives the right number without guessing.
- Tip 2Tell the AI to say it cannot bind, change or confirm coverage, using a sentence you approve, and to book a licensed agent instead.
- Tip 3Separate Medicare callers early with one question, and send them to your Medicare-certified agents instead of the general quote flow.
Rules to watch
Licensed work stays with licensed staff. State insurance departments oversee producers, and selling, soliciting or negotiating insurance requires a license in each state where it happens. Set the AI up as an intake assistant that collects details and books time with a licensed agent, and have it say plainly that it cannot confirm, bind or change coverage.
Medicare contact limits. If you sell Medicare Advantage plans, 42 CFR 422.2264 bars unsolicited telephone solicitation, robocalls, text messages and voicemails to beneficiaries, including calls based on referrals. Keep Medicare leads out of automated outbound AI calling unless the person asked to be contacted, and follow your carriers' guidance.
Do Not Call for quote outreach. Outbound quote calls to people you do not already insure are telemarketing. The FTC says numbers on the National Do Not Call Registry are off limits without an established business relationship or written permission, and calling lists must be synced with the registry at least every 31 days.
