The short answer
Partly, and the limits are on the phone side. India phone numbers have been a beta since April 24, 2026, and only sub-accounts registered in India with a Certificate of Incorporation and a GST certificate can get them. They handle voice calls and WhatsApp but not SMS or MMS, and Voice AI, call recording and transcription do not work on them yet.
What the India number beta allows
HighLevel opened India local numbers as a beta on April 24, 2026, and access must be approved through a signup form before you can submit the regulatory bundle. Each sub-account has to be registered in India, upload a Certificate of Incorporation (or equivalent) and a GST Registration Certificate, and run on HighLevel's own LC Phone system rather than Twilio. Local numbers are the only type offered; mobile numbers are planned. A number can only move to another account registered in India, and HighLevel warns that beta pricing may change.

What does not work on India numbers
HighLevel lists SMS and MMS as unsupported on India numbers, together with call recording, call transcription, blind and warm transfers, IVR workflow calls and Voice AI. Inbound calls can only ring through to a forwarding number, not to the HighLevel web or mobile app. Indian rules also require both legs of a call, including the browser or WebRTC session, to start and end inside India, so a team member dialing from abroad can be blocked even when both numbers are Indian. WhatsApp Business messaging does work once Meta approves the number.
Texting Indian contacts and taking payments
HighLevel's international SMS rate sheet lists outbound texts to Indian networks at $0.0832 per segment, and texts from US or Canadian numbers to other countries need Persona identity verification instead of A2P registration. HighLevel's help center does not explain India's own sender registration rules for business SMS, so confirm them with a local telecom adviser before building campaigns around texts. For collecting money, HighLevel lists Razorpay among its payment integrations. Subscription plans are billed in US dollars at $97, $297 or $497 a month plus usage.
