The short answer
Yes, with some setup. HighLevel sells UK local and mobile numbers at $1.15 a month, and both can text, but every UK long code must be linked to an approved Regulatory Compliance bundle before it can call or send messages. A US number cannot text UK phones at all. On data protection, HighLevel's Data Processing Addendum covers the UK GDPR, with you as controller and HighLevel as processor.
UK numbers and what they cost
The number price list attached to HighLevel's phone pricing guide shows UK local and mobile numbers at $1.15 a month with SMS enabled, and UK toll-free numbers at $2.15 a month for calls only. All three types require an address. Outbound texts to UK mobile networks are listed at $0.0524 per segment, about seven times the US rate, because the 10% discount HighLevel applies to US and Canadian traffic does not extend to the UK. Plans are billed in US dollars, so a UK agency pays $97, $297 or $497 a month in dollars plus usage.
The regulatory bundle and UK sender rules
UK carriers began blocking business texts from international long codes in June 2023, and since September 30, 2024 every new and existing UK long code has had to be connected to an approved UK Regulatory Compliance bundle to send messages or make calls. On LC Phone you build the bundle under Settings, Phone System, Regulatory Bundle, supplying the registrant's name, a UK address for local and national numbers, contact details and supporting documents such as a passport or utility bill. A location running on its own Twilio account builds the bundle in the Twilio Console instead.

- Short code: higher-volume programs that need dedicated provisioning
- US number to UK phone: not supported, fails with Error 21612
UK GDPR and who is responsible
HighLevel's Data Processing Addendum, last updated July 2026, defines GDPR to include the UK GDPR and incorporates the EU standard contractual clauses with the UK Transfer Addendum for data sent to the US, where HighLevel says its product infrastructure resides. HighLevel describes itself as the processor and its customer as the controller. The ICO explains that a controller determines the purposes and means of processing and must be able to demonstrate compliance, so a UK agency still needs its own lawful basis, privacy notice and marketing consent.
