The short answer
Yes. You can select contacts and send one text to all of them, schedule it for later, or spread it out with Drip Mode in batches of up to 10,000 contacts. Three things set the ceiling: HighLevel's Messaging Ramp, which starts new sub-accounts at 500 texts a day, your A2P brand tier, and carrier rules on consent and opt-outs.
Ways to send a bulk text
HighLevel separates one-off sends from automated ones. Bulk SMS is a bulk action on selected contacts and suits announcements, offers and one-time notices; workflow SMS goes out when something happens, such as a booking or a form submission. The Bulk Actions page shows each send's progress and which messages were delivered, failed or skipped. Drip Mode sets a start time, a batch size from 1 to 10,000 contacts, a repeat interval, allowed weekdays and a daily sending window, then estimates how long the whole send will take.

How many texts you can send a day
On LC Phone, new sub-accounts follow the Messaging Ramp, which starts with the first successful text rather than the signup date. Level 1 allows 500 texts in 24 hours; sending the full amount pauses outbound texting for 24 hours and then opens the next level of 750, then 1,000, rising to 5,000 or more at level 8. Your A2P brand tier sets a separate cap: a Sole Proprietor brand gets one number and 3,000 segments a day, Low Volume Standard 6,000 and High Volume Standard up to 600,000. Drip Mode also respects platform safety limits such as 1,000 texts a minute.
Consent, opt-outs and cost
Bulk texting is where compliance problems show up first. HighLevel's messaging policy requires consent from every recipient, bars purchased or shared consent, and can restrict outbound texting when opt-outs reach about 3% or delivery errors about 10%. Texts to contacts on SMS do-not-disturb are blocked. Each segment costs $0.00747 plus a carrier fee of $0.0035 to $0.0050 depending on the network, so 1,000 single-segment texts to US phones cost roughly $11 to $12.50. Agencies on HighLevel for at least 3 months and out of trial can raise messaging limits for eligible sub-accounts.
