The short answer

Yes. HighLevel's help center says Twilio remains supported, and individual sub-accounts can run on your own Twilio account instead of LC Phone, HighLevel's native phone system. LC Phone is the default for new sub-accounts and the option HighLevel recommends. On Twilio you buy numbers and manage geo permissions and regulatory bundles in the Twilio Console, and a few HighLevel features only work on LC Phone.

How a Twilio-connected sub-account works

Each HighLevel location that uses your agency's Twilio account is tied to a Twilio sub-account. To add a number, find the location's Account SID under Agency Settings, Phone Integration, Sub Account Settings, open the matching Twilio sub-account in the Twilio Console and buy the number there; it then syncs back to the location. Buying from the main Twilio account or the wrong sub-account means the number never appears. Voice geo permissions and UK or other regulatory bundles are managed in Twilio too. Voice AI agents can answer on Twilio numbers or number pools, assigned from each agent's Deploy tab.

What you give up compared with LC Phone

The trade-offs show up in billing, compliance tooling and newer features. HighLevel's help articles describe the following differences between a location on your own Twilio account and one on LC Phone. Check them against how you plan to bill clients and which countries you sell in before connecting anything, because moving later means re-registering A2P.

Moving between Twilio and LC Phone

An agency switches to LC Phone under Settings, Phone Integration, then links existing sub-accounts one at a time; the old provider keeps working while numbers move. A2P 10DLC registrations made in your Twilio account do not carry over, so each affected sub-account registers again in HighLevel's Trust Center and pays the fees again. Historical call recordings and voicemails stay in Twilio, so download them before closing that account. A suspended Twilio account has to be sorted out with Twilio before migrating. Going back from LC Phone to Twilio has its own supported migration process.
