The short answer

Usually one of five things: the sending number is not registered or not linked to an approved A2P campaign, the carrier filtered the message, the contact opted out, the sub-account hit its daily sending limit, or the destination country is not enabled. The error code on the failed message in Conversations tells you which. Fix the cause before resending, because every delivery attempt is billed.

Read the error code first

HighLevel describes three layers a text passes through: the platform, which checks opt-outs and sending caps; the phone provider, which checks registration and geo permissions; and the recipient's carrier, which can filter or reject. A failed message shows a red status and an error code in Conversations, and the same detail appears in the contact timeline and in workflow execution logs. Look the code up in HighLevel's LC Phone error dictionary. If a text shows as sent with no error but never arrives, carrier filtering or the handset is the likely cause.

  • 30034: number not registered or not linked to an approved A2P campaign
  • 30032: toll-free number not verified
  • 30033: A2P campaign suspended
  • 30007: message filtered by the carrier
  • 21612: unsupported route, such as a US number texting the UK
  • 21610: the recipient replied STOP

Limits and restrictions that stop sending

New LC Phone sub-accounts start on the Messaging Ramp at 500 texts a day. Sending a level's full limit pauses outbound texting for 24 hours, then opens the next level, until level 8 allows 5,000 or more a day. HighLevel can also impose a temporary compliance restriction when opt-outs reach about 3% or delivery errors about 10%; check Settings, Phone System, Advanced Settings, Restriction History. Workflow texts that fail during a restriction are not retried automatically, so review execution logs afterwards and resend to the contacts who missed out.

Fixes for the common cases

For Error 30034, open Settings, Phone System, Phone Numbers and confirm the number shows the green A2P Verified label; if it does not, link it to the approved campaign. Newly approved registrations can take several business days to reach every carrier. For 30007, review consent practices and message content and slow down bulk sends. An opted-out contact must text START or another resubscribe keyword to the same number before you can message them again. HighLevel bills every message handed to a carrier, delivered or not, and does not refund undelivered texts, so resending without a fix only adds cost.
