The short answer
Yes. HighLevel treats Canada like the US on its phone system: a Canadian local number costs the same $1.15 a month, texts cost the same $0.00747 per segment, and calling Canada is switched on for every LC Phone account. The catch is texting registration. A Canadian 10DLC number needs A2P registration to text US recipients, and numbers bought since March 26, 2025 need A2P or identity verification even for Canada-only texts.
Canadian phone numbers and rates
HighLevel's native phone system, LC Phone, prices Canadian local numbers at $1.15 a month and toll-free numbers at $2.15 a month, exactly as it prices US numbers. Texts between US and Canadian numbers cost $0.00747 per segment in either direction, because the 10% discount HighLevel takes off list rates covers both countries. Calls to the US and Canada are enabled for every LC Phone location, whatever country the business is registered in. Buying a +1 Canadian number can trigger a one-time Persona identity check for the sub-account. Plans are priced in US dollars, and French (Canada) is one of the interface languages a sub-account can choose.
Texting rules for Canadian 10DLC numbers
Which registration a Canadian long code needs depends on where the text goes and, for Canada-only traffic, when the number was bought. Persona is an identity check rather than a carrier registration, so it never covers texts to US recipients; a business that starts on the Persona path and later adds US contacts must finish A2P first. When registering a Standard Brand, Canadian businesses enter the BN-9, the first nine digits of the Business Number, exactly as it appears in official records.
- Canada to US: A2P brand and campaign registration required, whatever the purchase date
- Canada to Canada, number bought before March 26, 2025: no A2P registration needed for that route
- Canada to Canada, number bought on or after March 26, 2025: A2P registration or Persona verification
- Canadian toll-free numbers: separate toll-free verification instead of A2P
Canadian law stays with you
HighLevel's Terms of Service make the customer responsible for the laws that govern its messages, and they name Canada's Anti-Spam Legislation (CASL) next to the TCPA and GDPR. HighLevel's Data Processing Addendum adds that, where it applies, its processing of customer personal data will comply with PIPEDA, Canada's federal privacy law. Neither document makes a campaign lawful on its own. Consent records, sender identification and a working unsubscribe belong to the business doing the sending, so have a Canadian privacy or marketing lawyer look over your setup before a large send.
